I like Wet 'n Wild, they sell that at CVS and I think Walmart. Sometimes dollar stores like Dollar General sell Covergirl makeup for cheaper.

You can't get quality makeup for cheap. You really do get what you pay for. Cheap makeup has cheap ingredients, peels/flakes/cakes/looks awful.
Good drugstore brands:
L'Oreal (the best by far)
Revlon (pretty good)
Maybelline (has good mascara and lip gloss)

Considering you won't find "good quality" make-up under $5, you're pretty much screwed. But, if you go to Walmart they have cheap make-up that is good quality. Most make-up is way over $5. Try Family Dollar. They have Mabeline products for $1-3. Not much selection, but that have your basics. Good luck.

Anything you can get at k-mart or cvs, like max factor, almay,loreal, wet n wild, maybelline, U' ROCK!, I think there's a good one called physician's formula, and specially N.Y.C. [new york color] , though there's many many more. Hope this helps.
