YOU tell her. It doesn't have to be to her face, but that is probably the best way to do it if you wanted to be more personal about it.
Be honest with her and just tell her everything you like about her, even things that may seem a little embarrassing.
Like if I liked a girl, if she made me smile every time I talked to her or she crossed my mind a lot, I would let her know. Things like that are really cute to girls.
Trying to send her signals won't work, so that's why talking to her about it directly will be best.
But if actual conversation is too much for you, I suggest writing a poem about her or a short story ;]

The answer is in the question. You tell her. Write her a note, talk to her, call her up, anything. Make sure she knows you like her a lot but don't be pushy about it. She will most likely find it annoying if you constantly bug her about if she likes you or not. Personally, I think it should also be a tad romantic :) like, don't send her an email or something.
