Those are called Purikura booths! You can find them in Asian towns, depending on where you live - Chinese, Japanese, or Korean districts. They'll have them. NY, NJ, PA and California have these. You can also alter an existing photo using any of these online-editing links:

Purikura (Poo-Ree-Koo-Rah) Machines, also known as Print Club, are photobooths that allow you to decorate your pictures! Coming from Japan, Purikura machines are becoming a new phenomenon in the United States.

How it works!: The majority of our machines are big enough to walk into (and fit up to 5 or 6 people). In these booths you will take 4 to 14 pictures depending on the booth you are using. After taking pictures inside the booth you are able to choose and decorate your pictures!

well you can make those kind of pictures on photobucket..i mean its not exactly the same but it comes close. you upload the picture the you click on edit and do whatever you want to it.
