When I say it, I mean that I'm pretty much entirely depleted of sleep, energy, food, and desire to do anything but sit around.

It could mean a few things. That they haven't eaten much that day, haven't had much to eat, are feeling emotionally drained, or are feeling depressed.
You'll usually hear adults saying this when they've had a rough day. :P

Simply put, they are low on energy and are very tired and exhausted. They haven't gotten much sleep or they have just been doing too much lately.
