It may depend on your provider, but I would assume they would all do that. It would be stupid of them to make you cancel that plan and buy a new one just to get a new phone number.
For not having your name/number show up on someone elses caller ID, you can just dial *67 before the number (I'm pretty sure that's what you dial to make a cell private - I could be wrong, though). Some phones have it where you can go through your phone where settings is and there will be an option to make it private (when I had cingular, one of my phones had that option). However, to make your phone number/name not come up on caller ID, use *67 before the number you're dialing.
