You know how on Nexopia there's layouts right?
What program do I need to make one myself?

Well, I don't know exactly what "Nexopia" is, but if it's anything like Myspace, you don't need a program.

All you need is a little bit of HTML knowledge, and you should be able to make a basic layout of some sort. But, again, I don't know what site you are talking about so I could be wrong.
