Why does my male dogs penis get red and weird at the top. Is he horny or something? Lol, this is weird. Can someone explain?

If you can see it then yea pretty much.
It is problly mating season and he well wants to mate. He will problly hump anything in site so either let him mate, keep him away from girl dogs, or nuder him
