You don't want to look fake do you ? :)
In our school we aren't allowd make up. You know why, because then people will spend to much time trying to look good and it makes everyone stress. I have that exact problem, but with hair. Every girl wants perfect hair and spends so much time in the morning, some even wake up at 5am to spend 2 hours on their hair!!!
BUT ANYWAYS.. Explain to your mom that your old enough to wear make-up. Or atleast natural looking lipgloss and eyeliner and stuff like that.

I just asked my mom if I could wear mascara and then went from there.
Maybe just tell her you just want to wear some mascara, and then later on ask if for special occasions you can wear eyeliner/eyeshadow (whatever you want)?
And then slowly, you could wear a tiny bit of eyeliner/eyeshadow along with your mascara.
I mean, as they say 'less is more' and you don't want to go out looking like a cheap whore.
So just start out slowly with makeup. [ GhoulOnParade's advice column | Ask GhoulOnParade A Question ]

Maybe instead of just asking her IF you can wear make up, ask her to just teach you how to put it on and make it look nice. It might make her feel a little better.
