From what you're describing, your boyfriend isn't doing a bad job. You are coming close, but you end up "losing it". Improvement on his part probably won't help very much.
Keep in mind that it's very rare for women to have an orgasm before the age of 20, and about 10% of women never have an orgasm in their entire lives. Don't be too worried about having one right now--concentrate on enjoying the sex you have for what it is, and improving upon your sex life for it's own sake.
