it's pretty impossible to get rid of muscle and fat at the same time, because in otder to get rid of muscle you have to not use the muscles and they'll get smaller, but then you won't lose any fat. the only way i can think of that would work would be to not exercise your legs much and not each much either, but that's not healthy so my suggestion would be to work off the fat on your thighs by getting good exercise and eating the right way. leg muscle is good, you don't want chicken legs, so to make them look nice, you can try pilates or yoga lengthen your muscles to make you look leaner.
i'm trying to do the same thing as you right now, so good luck lol

There as established ways to take away fat; staying active, eating right, etc etc.

As for taking away muscle? Uh...
Exercising to get rid of muscle is sort of counterproductive. I've never heard of any methord to get rid of muscle, mostly because I'm sure most people don't want it gone. Sorry.
