Can you be taught to sing if your voice isnt that bad anyways? If so them any advice would be great because i love broadway and musicals they are my passion so i am determined to learn to sing loud and well!

You will find that louder is not always the correct way to use your voice but that good breath control will add volume to your singing. Louder sometimes results in damaging your vocal chords and not improving anything.
Also look for an amateur theatre group to get involved with. If you have a good vocal range and can project a positive personality, you may find yourself cast in a show which provides you with some free singing lessons.
