are there infrared laser beam may be some that can have some kind of thing that causes an feeling of some type instead of a light.......among other things...or simillar things a side from a laser light?.......or something that sends shocks...

Well, if you shine a regular laser pointer into someone's eye it will give them the feeling of blindness... Don't do that though. There are currently no commercially available lasers that do anything of the sort that you are looking for. Even if there were, they would be horribly expensive.

No, I don't think there are legal lasers you can buy that will cause shocks or other feelings. Does that sound like something you would want people walking around with?
