Mazel tov is like good luck or congratulations, but I have heard it used as a greeting as well. It's Hebrew. Did you hear it in the movie National Treasure? Just wondering, mazel tov made me think of that movie.

Well. You've spelled it phonetically(by sound), but it's really spelled "Mazel Tov".
Mazel Tov is a Hebrew phrase meaning "Good Luck!"
It's been incorporated into the English language, and is most often used to mean "Congratulations".
It was origionally associated with weddings or birthdays, but has been expanded to fit a host of different occasions.
It's sometimes used sarcastically as well, meaning that someone is exagerating the situation-
Ex:
Jenny: I just finished my six hour AP Chemistry final! I think I got a 100% on the test!!
Josh(annoyed that this is brought up yet again): Mazel Tov, to you Jenny!
