Are you certain that you're not climaxing and just not recognizing the sensation? Not all women moan- in fact, it's far more common for them not to.
It's also not uncommon for women to be unable to orgasm during sex. And the younger you are, the more normal that is. The more familiar and comfortable you get with sex and with your own body, the easier it will be for you to orgasm.
But that aside, if you are definately not reaching orgasm when masturbating, that probably has a lot to do with you trying so hard. Relax! Masturbation isn't just about the finish, it's about exploring yourself and learning what feels good. Just so you know, 'fingering' (the act of inserting you fingers into the vagina and moving them up and down) is only a small part of pleasuring yourself.
