picture question

i didnt know what topic to put this under but heree it goes.

i was wondering if anyone knew how to make a picture like all cool the way certain things are colored.

i saw this one girls picture and it was in black and white, but her eyes were blue and all pretty. that was the only thing colored.

so does anyone know how to do that?!!

You have to get Adobe photoshop.
It costs a lot, but there are trial downloads here.
