What should I wear to a small political reception?

I have been invited to attend an intimate reception for Chelsea Clinton at my university (prior to a speech). It will take place at 5:30 p.m. on a Monday night and I have absolutely no idea what to wear! I'd like to look fashionable and occasion-appropriate. Does anyone have any solid advice?
Some tips I have:
1. Wear black or other neutral colors.
- You don't want to stick out and look like you're going to a bar or something.
2. Keep it simple.
- Don't load on jewelry or makeup, just keep it low key so that people don't think you were more concerned with your makeup etc than the actual reception.
3. Don't dress too fancy.
- The dresses I choices I gave you, are in my opinion, appropriate and just enough. You don't want to look like you're going to the Golden Globes!
