(You shouldn't be having sex at 13 for a start if you're thinking about it).
When the time comes, it will fit. A vagina is to accommodate a baby - so a penis will easily fit.
Obviously, it will take some time to get used to it and may cause you a bit of pain/discomfort if you're that tight. but eventually, you'll "loosen up".
You say you don't use lube... if you DO use it, it will make it a hell of alot easier.
Another thing to think about is are you wet enough at the time? If not, then it obviously will be harder for your boyfriend to finger you.
Seriously though, don't worry about it not fitting. Because it will. Make take you a few attempts.. but it will.
