My friend has a leap year birthday (he skipped school today because it's such a "rare" occasion...) and he normally celebrates on the 28th. Technically, he just turned 4 :)

my firends mothers brithdya is today. they celebrate it on the 28th. because when she wakes up she will be a year older anyways. does that explain it? they still get older. just their brith DAY is skipped. so yeah. i hope that helps.
