Burt's Bees. i know it sounds weird but it's some of the best makeup I've ever had. It's cheap too. and try drugstores for good cheap eyeliner.

Bare Minerals is amazing!
A starter kit is $60,but it's a $165 value.It comes with the basics that you need.

there's also an Ulta version of bare minerals that is about half the price.im not sure how well it workd,though,but its probably also good.
this eyeliner is good.it comes in different colors besides brown
