this is called pre-cum and yes it is sperm dear. It comes out of the penis when a man is aroused and it sorta cleans him out and such. It prettyy much is sperm but the ejaculation sperm is a bit thicker and musky(er). As long as he has good hygene then the sperm should be okay:*
