I know a little something about being famous..
1. Join the drama club, if you wanna act. Join the chorus if you wanna sing. Join band if you wanna be a musician.
2. Go to acting classes, Take voice lessons, Get private instrument lessons.
3. Try out for a play in the nearby community theatre, go play music/sing in a senior home or something. (what I'm saying here is to get out and do a performance in public)
4. If you're serious about this whole thing, I suggest calling an agency. If you're good, you'll probably have some type of interview, and if you pass it, you'll have an agent who will guide you to fame and fortune. (that is: a good agent will)

just try getting out there, talent shows, youtube.. whatever

There isn't anything in particular you can to do your hair, face or clothes, because most celebrities are either really good at something like acting or a sport, or they just happened to be in the right place or the right time.
