Ignatz answered Friday January 18 2008, 3:19 pm: Wikipedia was designed as an open-source project; namely that anyone could contribute content or design elements. The basic software is also made freely available so that anyone can start up their own wiki projects, public or private. So anyone can set up a wiki page.
