Need a good music making program

i really like to make techno music and i want a good program for a pc that has lots of good effects and vocal editting stuff, but i cant find any good ones. please, would be much appreciated.

Garage Band is a really good program. I am pretty sure you can buy it for pc's...not just for macs. I also think they are coming out w/ a new one for 2008 and it is better than the older version. You can probably get it at best buy or other electronic stores. yea so hope i helped <3
