If you want your pictures to have "a message" you need to put the subject into context; that is, arrange the shot so there's more than one layer, so it tells the whole story. For example, instead of just shooting trash on the ground, look for a shot of someone tossing their litter to the ground, set in an environment where's there's litter scattered everywhere, like maybe near an empty recreational park (unused because of it's littered facilities).

This example is showing someone who is blatantly littering in an environment that is already trashed (so he/she either doesn't care, or figures it's trashed anyway) and the park (in addition to the littered sidewalk) shows consequences that includes making a public facility, such as a park, un-usable because of it's gross littered condition.

This isn't the greatest example, but maybe you get my point. The shot should tell your story, which will probably require more than one element (or layer) in the frame, to do as much.
