no difference except french kissing started in france ]
Making out is more of a loose term to describe long, intense periods of kissing and, in some/many cases, touching (groping, caressing, whatever). French kissing is when you kiss someone with tongue. Since making out is a less definable set of two words, long periods of kissing or french kissing are usually considered to also be making out. ]
It's all up to the person I guess,
But making out there is usually a lot of touching of the chest, below the waist (with clothes on generally i'd say), or dry humping. French kissing is happening during so, but there's more intensity going on at the same time.
Where as french kissing, can just be.. French kissing without all the intense, Very serious, and pretty sexual touching.
I'm not sure if that helps, I'm kind of in a rush and wording this quickly. ]
