what age do females stop developing at??and if you r a late bloomer what age do girls stop developing at?

Just wanted to say that yes there IS a difference between normal and late bloomers. I should know. I was a late bloomer and I didnt get boobs till I was 15 almost 16 and now they are D cup size. So waiting was worth it.
