When you're kissing him, pull back a little bit and kiss his neck gently, not too much. Just give him the idea. Then go back to kissing on the mouth. Finally, tilt your head and pull to the side a little bit so that his lips are forced to go down your jawline, eventually to your neck.

You could try giving him one first.. Or at least kiss his neck a little. He may get the hint and do it back.
but if he doesn't, you can't make him. He might not be into that.
