okay so how do i upload my picture on here
every picture i try to upload it says its too big and i did pictures as small as they'll go
what am i doing wrong??

Most likely you are trying to use a Bitmap file. These are the files created in MS paint. Never, ever, put bitmap files on the Internet. They are very large, and aren't supported in some browsers and programs.
To convert it, download irfanview:

Open the file and go to file, "save as". At the "file type" dropdown at the bottom, select "JPEG" if it is a real-life picture or "PNG" if it is anything else. Save it and the size should be significantly smaller. If it's not, open it in irfanview again, go to "save as" and move the quality slider on the right to the left a bit. This will decrease size and quality of the image.
You can also host it an external place like imageshack, which automatically converts bitmap files to PNG:

It won't resize it if you upload your picture onto www.photobucket.com and just enter the URL in the space provided.
