Piczo is a good way to start if you have no idea about html, css, stylesheets etc.
If you are a little bit more familiar with the things stated above then you can start with freewebs which is a free web builder that allows you to put your own codes to design your site.
Building a site takes practice and you certainly cannot do it overnight. It takes a lot of time and effort.
Google is a good help too. Type in "Learning HTML" or similar headings and a bunch of sites will pop up with tutorials.
