well, of course you can hold hands on the fast rides, or in the haunted house.
but i think if you go at night, then go on the ferris wheel if you wanna hook up, cause its pretty romantic up there, especially if you get stuck up at the top =]

Well if all you want is to make out, that's generally what the ferris wheel is used for. Most everything else is too fast to be kissing on.
Holding hands while walking around is also something. Other than that, the fair would be for fun, not making out. You can make out at your house, you don't need a public place for that.
If he's going to the fair with you he probably isn't secretly hoping all you do is mess around. There ARE other things in life.
