Do i have to pay?
Ok while downloading Windows Live, I scrolled down on some parts and some parts said things about paying, does that mean i have to pay when i use it or something or that by merely using it, I have to pay with the internet and electricity or soemthing?

No, you don't have to pay for it. Section 7.2 is for future services Microsoft might want to offer. Section 7.10 basically means "Microsoft won't give you free internet, buy your own".
