go into town and just sit down on a bench or something with a notebook. Wait until someone really interesting looking passes by and try to remember really hard what they look like. Then write a whole profile for them, like name, profession, family, hobbies. Do this for a few people, and just by looking at what you have written, a plot will usually evolve.
You could also get a writing prompt book at a bookstore or library. I use The 3 A.M. Epiphany, but there are TONS of others.
Also, think of a time in your life that you will never forget. It could be exciting, disturbing, sad, traumatic, and try to imagine how it would have affected someone entirely different than you, and let that be the climax of your story.
