Log onto the Screen Actor's Guild of America's web site and look for a list of reputable agents. If the list isn't on the web page call and ask them about reputable agents in your area. They should help you as they are the union for all American actors.
If you are in Canada log on to ACTRA.CA and look at their list of reputable agents. Do not sign with anyone that isn't on the list. Nobody will charge you upfront (unless a kids or background agent) ever and it's a big scam all those lessons, photo packets and putting your image on the Internet.
Casting directors do not use those methoids ever to find talent to audition. What you want and need is a backgrount talent agent. They will put you in crowd shots in TV and film shooting in your area and or a large metropolitan city nearest you.
