The development of web design can be studied independently, you need to start trying. The theory can be found on the Internet and practiced to see sites with examples of works, for example https: //www.behance.net/, [Link](Mouse over link to see full location), and also on the websites of design agencies, for example, [Link](Mouse over link to see full location) or [Link](Mouse over link to see full location). If self-study is not enough, you can contact specialists on social networks, for example [Link](Mouse over link to see full location). There are also online courses for free and paid tuition, for example [Link](Mouse over link to see full location), [Link](Mouse over link to see full location), [Link](Mouse over link to see full location), https: // www. thegymnasium.com / and others. During the training you can more closely communicate with specialists on the relevant topic.

Theymos pretty much covered your question there, although I found webmonkey.com extremely helpful whilst learning beofre my degree.

I doubt you're interested, but if you need consultancy, email me on simon@justspiffing.com - although note I will charge.

You need to learn:
HTML
CSS
Javascript

Use w3schools( [Link](Mouse over link to see full location) ) for all three of those. After you're done with that, read the HTML 4.01 specification(the document that defines HTML):
[Link](Mouse over link to see full location)
and this guide on how to use CSS to full effect:
[Link](Mouse over link to see full location)

These will also help you(in order of importance):
PHP
MySQL
ASP
Perl
Python

Don't use w3schools for those, those specific tutorials aren't very good. Search google for:
only search advicenators.com

You need to setup a server on your computer to learn those; ask me if you have trouble.

After that you know everything needed for web design apart from the artistic elements, which I know nothing about.
