I think you've asked the right person, I know tons about the modeling industry. Luckily, for you, it does not take $10,000 to get a portfolio. That right there, is a scam. Now, if you're really serious about becoming a model -- here is what you need to do.
First, find an agency that will accept you. They have open calls, but the best thing to do (in my opinion) is to submit your photos to them. All agencies prefer color photos, and they do NOT have to be professional. Just regular snapshots, with your hair pulled away from your face and slim to none makeup. They want to see your natural beauty. Also, most agencies want a body shot and a head shot, and sometimes a mid-length body shot.
Next, after taking your photos go to an agencies website. Here a some for you, that are definitely legitimate.

Be sure to check out their guidelines on submitting your photos, and where to send them. They'll get back with you, if they think you're good for their agency. If you get turned down, don't be disappointed. Every agency is looking for something different. Doesn't mean anything is wrong with you, the best of the best have been turned down and rejected many times. And that's apart of the modeling world, unfortunately.
By the way, just some tips for you and good things to know. Never do you ever have to pay an agency to see you, or to look at your photos or to take photos, etc. If they ask you this, they are a scam!
Speaking of payment, here is how that works. Once an agency accepts you, they will get you jobs and if you get that job, they will get a percentage of what you get paid for that job. So that's how they get paid. ]
