what does it mean to party like it's 1999 or whenever

Back when this song came out (1982) we were in the middle of the cold war. People were worried about a nuclear war starting and destroying the world. And some people thought that the world would end in the year 2000. (Silly, I know, but throughout history people have been predicting the world would end on various dates). So anyway... in the song, to "party like it's 1999" means to party it up and have a good time, do whatever you want and don't worry about the consequences, because you could die at any time.

Here are the lyrics:

1999 was a big party year. Y'know- it was the last year of the 20th century. People wanted to party it up and such. It was a song in 1999/2000. I can't remember who its by.. but it was a song.

It might have something to do with the fact that people thought the world was ending when it turned 2000. Like they thought the power would be gone forever and the computers would have huge glitches and viruses.
