restraining order

My friend is 14 right now, she will be 15 in November. She wants to get a restraining order to get away from her alcoholic father. now my questions are:
-is it legal for her to get one on her own?
-if its not legal, how old does she have to be to get one on her own?
[we live in CT, btw]. and her mom wont get her one, but she just doesnt want to live with her dad anymore because hes constantly on her case. her parents are divorced.

so any information would be great. thnx =]

In most states the child has to be 18 to get a restraining order without permission from a parent or guardian...if her parents share joint custody of her though she could try and get all custody switched to her mother...or get emancipated from her father...it can be nasty in court sometimes if she wants to get emancipated though...but getting the custody switched to her mother wouldn't be so hard.
