I like to put it on the inside of of my bottom eyelid. It creates a better effect. I do do both sometimes. Hah, do do.

Hey. You can put eye liner on both lids but the really effect comes from the bottom.
If your eyes are small, bring the eyeliner all the way across the bottom lid but if there larger, go only half way.

Putting eyeliner on both lids will make your eyes look smaller so it's best to avoid doing both unless that's the look you're going for.
Generally, your eyes will look bigger if you stick to the top lid. You may also want to invest in a white eyeliner. These are applied to your lower lid and in the inner corners to widen your eyes. Although very subtle (you can't actually see white lines), it makes a huge difference.
