Oral sex is any sex act done with the mouth. IE: blow jobs, eating out, etc.
Making out would not be considered a sexual act.

Im not sure if this is what you mean, but oral means mouth. So oral sex for a guy is a blow job and for a girl is eating her out. I guess making out can be considered oral sex also.
