at outlet malls why are clothes there cheaper?

Actually, there's a few reasons they're there.
- The clothes are last months or years fashion
- They have been made irregular.
- The item didn't sell well in the store. ]
Lauraxomichelle is right. They are "out of fashion" things from last month or last year. Stuff that they didn't sell, but need to. They can't sell at the mall store- so send it to an outlet- where they can afford to sell cheaper.

That might help a little =D.

They're last months' fashions, overstocks, etc. There's nothing wrong with the clothes, the company just wants them sold at a discount. Some brands are really picky about details. So if a day's worth of polos is sewn with the wrong-color thread, they'll sell those at a discount even though there's really nothing wrong with them.
