Ok I usually tweeze my eyebrows and at one time I was waxing them every 2 weeks and it seemed like the hair didnt grow as fast, but I hate having to pay 5 dollars to get it done each time. I have my own waxing kit but doesnt work as good. I have also heard about threading, what is that? And what is the best thing to do?

oooh, i'd definitely go with threading.
okay threading is mostly done by indian women. like, this woman has a string, & she literally wraps the string around your eyebrow hairs [except very quickly! it's like tweezing except 230592332 x faster] and pulls them off.
is there an indian hairdresser place near you? they most-likely do threading. you can just google:

don't wax. waxing doesn't shape - it just takes hair off. threading literally shapes your eyebrows.
