I know that this is an old question but the other two columnists didn't mention something else that works like a charm.

Slice a peeled avocado half into quarter-inch crescent-shapes. Lie down with a few slices under each eye and rest for 20 minutes.

what i usually do is get a cold wash clothe and put it over my eyes for 10-20 minutes and it helps.

-put pieces of ice in paper towels and place them on your eyelids for a few minutes.
-put two teaspoons in the refrigerator and rest them on your eyelids until they warm up.
-place black or chamomile teabags soaked in cold water on your eyelids for 15 minutes.
-put slices of cucumber, potatoes, or apple over the puffy eyelids for 10-15 minutes.
-it sounds gross but apply a hemorrhoid cream to the puffy area around your eye/s.

if those don't help, puffy eyes are caused by many things, such as:
dehydration- drink more water.
diet- if you do drink alcohol/do drugs try and cut down, or limit yourself from salty foods.
insufficient sleep- sleep more.
allergies- medicine/see a doctor.
heredity- you can't really do much about that.
