I'm guessing you're talking about her eyeliner.
All she did was put it on her top lid.
To put eyeliner on your top lid, close your eye and then using your eyeliner pencil, draw a line as close to your eyelash line as possible. You should pull the corner of your eye to make it tight to help the liner go on smoothly.
