is 135 pounds for a 5'3" female at age 15 over weight? what would you think of them?

it all depends.
BMI number isn't always correct because people have different body fat than you. Go to a doctor and ask them.
to me, it sounds like they would be overweight. Generally Speaking, someone 5'3 should be 115lbs.

According to that site, your BMI is 23.9

The chart on the left says:

BMI Categories:

* Underweight = less than 18.5
* Normal weight = 18.5-24.9
* Overweight = 25-29.9
* Obesity = BMI of 30 or greater

You're fine; you fall under the "Normal Weight" category.
