how does your question appear on the top of the page where the grey is?
im confused.

Theymos answered correctly, but I thought I would give a little more insight. The questions that go up top are typically things that are urgent, or that everyone would have an opinion on. There are exceptions to that, but as a rule that is how they are selected.
