Tell him to keep his paws off of you, if his hugging bothers you. If you tell him to stop touching you, and he doesn't respect your space, you better bring the matter to your parents so they can take care of the problem.
Other than that, who cares what he has to say? He is just saying people are pretending to be your friends because he knows it gets under your skin. You know better and your friends know better, so what he has to say about it doesn't matter.

Talk to an adult at the school that you trust. Preferably a teacher you both have. Tell them what he does, and they can take care of it. If there's no teachers you feel close enough to, and you don't mind being a snitch, then tell the principle what he does. I'm sure that once the principle is done with him, he'll totally leave you alone. [ Teenagerr's advice column | Ask Teenagerr A Question ]
