science gcse report

I have to write my science in the news report for gcse tonight, and I have to do all of it tonight seeing as I can't concentrate at school.
I'm doing, 'Should Cannabis Be Legalised?'
I think it should, does anyone have any good 'fors'.
The report has to be 600 - 800 words long, about 3 a4 pages.
I'm totally stuck, does anyone know how to lay it out, what I should include, and any good tips?

1. Use the question technique to start your introduction
2. Describe Cannabis.
3. History of Cannabis
4. Effects of Cannabis
5. The pros and cons of cannabis
6. Your opinion. Should cannabis be legalised.
7. Summarize your entire paper. Just summarize each paragraph with 1 word. You should have 6 sentences.

Just in addition to that, you could say that it would bring more money into the government, because people would be required to pay taxes on it.
