You have one of two options:
1. Ignore the other guy.
2. Be straight up with him and let him know you're not interested.
If it were me, I'm be honest with him and tell him that I have a BOYFRIEND, and I'm not looking to change anytime soon. But I don't know if you're shy or if you just don't want to deal with the guy.
Either way, please be nice about it. If you decide to ignore him, don't totally blow him off, just start talking to him less.

have you tried talking to this other guy? telling him how happy you are with your boyfriend? and that you don't want anything or anyone in the way? theres no way of STOPPING this other guy from loving you, but you CAN cut contact with him. ignore him... COMPLETELY if he doesn't get the message when you talk to him calmly and civil. good luck, and remember, you can always talk to your boyfriend if anything

Tell the guy thats madly in love you to please, get over you. tell him you have your boyfriend and that you have no interest in him. It WILL be hard to tell him that, and it will disappoint him, but it best for your relationship with your boyfriend :]
