I had a scrunched hair perm, and i think thats what she has. You dont need to have the perm tho to have that hair. All you do is wash your hair, brush it out. Then get moose and hairspray. Put the moose in first, and just scrunch your hair while putting it in. Then do the same with the hairspray. Dry it with the dryer, and while doing that, keep hairspray it. And after your done, touch it all over and if in some spots it feels soft, hairspray it and scrunch it, there shouldnt be soft spots, but hard so it doesnt get frizzy.
