Is there anyway to call back a restricted number

Someone just called me and said some shit, i think i know who it is but it was a restricted number, they *67ed, is there anyway to call back?

you can *69 them.
but im pretty sure it costs if its on your cell phone.

I'm not sure if this is correct, because I dont remember exactly what *69 was, but maybe you could try that?

Also, I had gotten a restricted call once on my CELL phone. I dont know if it was on your cell or home phone - but on my cell, I checked recieved calls and I hit options and there was an option to call back.
